The fluidity chart above illustrates how the locality of a challenge determines where the authority is placed (distributed control) so that the entity most affected (local intelligence), can summon the necessary resources  to resolve disruptions of linear goals. Each Venn diagram can represent individuals, clusters of individuals, departments, or any other subgroups. The interactions of the diagrams represent the resources coming to the challenged area. All processes are decentralized, and the distributed control granted to the challenged area ends when linear goals regain stability.
